The Urgency
Threats to US national security will expand and diversify in the near term, driven in part by China and Russia as they respectively compete more intensely with the United States and its traditional allies and partners. This competition increases strain on the post-World War II international system and cuts across all domains, involves a race for technological and military superiority, and is increasingly about values. Russia and China seek to shape the international system and regional security dynamics and exert influence over the politics and economies of states in all regions of the world, especially in their respective backyards. Terrorism and instability in the Middle East will continue to be a threat to US and partner interests worldwide. These issues will introduce risks to our national well-being and are further complicated by a global pandemic and disruptions to the worldwide order on a scale not seen since the middle of the last century.

A career Special Forces officer, Lt. Gen. Schwartz served in Special Operations command and staff assignments including: Chief of Staff, Joint Special Operations Command; Commander, 3rd Special Forces Group; Commander, Combined Joint Special Operations Task Force – Afghanistan; Director of Operations, Combined Forces Special Operations Component Command – Afghanistan; Deputy Commander for Operations, CJSOTF-A; Executive Officer and Deputy Commander, 3rd Special Forces Group; Commander, 4th Battalion 1st Special Warfare Training Group; Special Operations Plans Officer, Joint Forces Command Brunssum, Netherlands (NATO). His other general officer assignments include Commander, Special Operations Command Europe; Deputy Commanding General for Maneuver, 1st Cavalry Division; Deputy Commander, Special Operations Joint Task Force – Afghanistan; and Deputy Commanding General, Joint Special Operations Command.
